Joyce Higgins and Mary Ellen Commare, YSN administrators, attended a dedication and reception for Judge Patrick Yarbrough on May 6, 2018. Judge Yarbrough is the first African-American judge in Winnebago County, and the Ethnic Heritage Museum honored him with a room in the museum dedicated to his successes. Many of his family members, local dignitaries, and 17th Circuit employees honored him.

Judge Yarbrough is the Juvenile Court Judge who presides over YSN’s delinquency cases. He always does so in a fair and respectful manner. He is encouraging to YSN staff and supportive of our programs. He always has a bag of useful items for YSN youth or families whenever Mary Ellen sees him at a meeting. Congratulations, Judge Yarbrough! We appreciate you and all you do for our youth and our community!
